    (1) That's a very big question and it would require a lot of time and effort to teach you. Far more than anyone is likely to expend here. You can learn all about it here: https://www.faa.gov/regulations_policies/advisory_circulars/index.cfm/go/document.information/documentID/215166

    (2) Why don't you ask your instructor? It's their job to answer such questions and that's what you pay them for..

    (3) Haven't you taken ground school? Weather services are covered in all ground school courses.

    (4) Why haven't you heard about the weather services guide that I provided the link to? And why are you apparently unaware of this one: https://www.faa.gov/regulations_policies/handbooks_manuals/aviation/phak/ Chapter 13 also covers weather services.

    (5) Maybe your instructor hasn't been preparing you very well. Perhaps you should take a step back, read the FAA Student Pilots Guide, and gather the suggested study materials shown on page 4: https://www.faa.gov/regulations_policies/handbooks_manuals/aviation/media/student_pilot_guide.pdf. All of them are available free online from the FAA.

    Good luck, you'll need it.
